 Announcements by President Jannah Stratford

The Shire President expressed disappointment at learning of the recent vandalism to the newly installed kerbing outside the playgroup building. On a happier note, the President wished the Central Wheatbelt Netball Association well for the Country Week Championships on the WA Day long weekend (31 May to 2 June).

Corporate and Community

Council was presented for review and endorsement or otherwise, the Shire’s Monthly Financial Statements and List of Accounts Paid for the month, with a key part of the meeting addressing outcomes of the 2025-26 Shire of Koorda Budget Workshop on 30 April.

As such the meeting endorsed changes to the shire’s fees and charges with key adjustments including a 40 per cent increase to shire employee rental; adjustments to user fees for the Recreation Precinct to reflect enhancements to the facilities; and increases to the Yalambee Units and Koorda Caravan Park fees to be more comparable to that charged by neighbouring shires.

The shire also endorsed correspondence to the WA Planning Commission to support boundary changes to combine lots at Newcarlbeon while highlighting to existing development conditions. 

Governance and Compliance

In addition to resolving compliance requirements such as the review of delegated authorities and revised CEO key performance indicators, Council also considered submissions for the new Caravan Park Local Law and endorsed the WAEC to manage council elections later this year.

The shire only received one submission from the public regarding the Caravan Park Local Law, which supported the change to help redress antisocial behaviour. The local law has since been Gazetted and came into effect on 27 May. It will now be reviewed by Parliament.

On the local government elections, ratepayers are reminded that 5 positions on Council will be contested at the 18 October poll. Those interested in standing for Council should check their eligibility at   Nominating to be a council member | DLGSC with nominations opening for 8 days from 28 August 2025. Those nominating, including existing Councillors, need to complete an online induction module to receive a reference number to use as part of making their nomination.

Works and Asset

Council was presented results from the recent community survey on proposals to enhance the compliance of the Koorda Landfill Survey to assist with considerations for budget allocations for 2025-26. The survey response produced a sample size that produced results that would be within 12 per cent accuracy if 80 per cent of residents had completed the survey.

Key findings were that 70 per cent of people supported improvements to the rubbish dumb with the main issues being rubbish escaping to the nearby road; clearer access to the pit; need for areas for different types of waste; and stopping access from those from outside the shire.

Overwhelmingly residents wanted access at least 12 times per year and were almost equally split as to if the three-day opening times should be Thursday to Saturday or Sunday to Tuesday. Due to financial implications, Council will consider the survey as part of the budget development.
