Presentation by Chief Bushfire Officer George Storer
Before the opening of the meeting Shire of Koorda Chief Bushfire Officer George Storer made a presentation to David Trigg of a medal to mark his five years of volunteer service to the shire.
Announcements by President Jannah Stratford
The Shire President Cr Jannah Stratford congratulated Tony Brown for his appointment as the inaugural Local Government Inspector by Minister Beazley. Tony was Koorda’s Deputy Shire Clerk in 1988. The President also congratulated Amy Lego for life membership of the Koorda Netball Club and wished the best for both the netballers and Women’s Hockey Club ahead of the upcoming finals. Cr Stratford offered condolences to the Storer family for the passing of David and the Leeke family for the passing of Bradley. She also wanted to remind those thinking of joining council that candidate nominations open on 28 August and close on 4 September.
Koorda Community Grants Program
The Shire of Koorda Council Grants Committee awarded $5000 to the Koorda Pistol Club to assist with fencing works to ensure the club meets new safety regulation when implemented. The pistol club was the only community group to apply for the first round of the $20,000 set aside by the shire to support local clubs and groups. Applications for the next round open 1 November 2025.
Corporate and Community
Council was presented for review and endorsement or otherwise, the Shire’s List of Accounts Paid for the month, however the Monthly Financial Statements for the period will be reported next month due to an error by the shire’s software provider that prevented access to the accounts.
Council also considered the annual Local Government Convention in September at the Perth Convention and Exhibition Centre and resolved for reduced attendance on the previous year.
Governance and Compliance
The shire is a step closer to the forced sale of properties at 1 Allenby and 23 Smith streets for the non-payment of rates. Under section 6.56 of the Local Government Act 1995, the shire can commence a process to seize and sell property to recover rates that have been owed for more than three years, including accumulated interest at 11 per cent per annum and associated legal ad selling costs. The two properties, subject to the current round of rates recovery, are being advertised to be sold by auction on Saturday 4 October. With the shire townsite covered by an R-30 residential code, there is potential to place four units on the 1 Allenby Street site and three units on the 23 Smith Street site. Given the value of each property was estimated by the selling agents to $16,000, Council resolved that bidding for each property should be from $10,000.
Council also received correspondence from the Department of Planning, Lands and Heritage regarding the South West Native Title settlement agreement which includes eight Crown reserves within the shire including the former East Dukin school site. Separate correspondence from the Department outlined that the former school site had been considered for inclusion on the State register of Heritage Places but was unlikely to have the cultural heritage significance required.
