Announcements by President Jannah Stratford

The Shire President Cr Jannah Stratford offered her condolences on behalf of the shire to the Stanley family on the passing of Ian, Treloar family of the passing of John and to the family and friends of Lauren Quinn, who also passed in February. 

Public Question Time

The meeting was attended by Russell Garven who raised local infrastructure matters which were a combination of works and budget considerations. The community is reminded that suggestions on local infrastructure should be reported to the shire office during normal office hours.

 Compulsory Voting Proposed for Council Elections

Council was asked to respond to changes raised by the Local Government Minister on reducing the frequency of Council elections and making voting compulsory. The WA Local Government Association wanted to know Council’s options to contribute to a sector-wide position.

Council resolved that voting in Local Government elections should remain voluntary rather than compulsory as a change would add costs for the shire and that those interested in Local Government were already participating in the election process.

Council also resolved to keep the existing election system whereby elections are held every two years with half the number of members up for re-election as opposed to holding elections every 4 years with all the councillors’ positions subject to election. Council believed the existing system helped retained knowledge on Council between elections and made it easier to find candidates with only half of het Council up for election. 

Shire Budget Development and Community Feedback

The schedule to develop the new shire budget has been endorsed by Council and will involve a series of meetings and discussions over the next few months with the intent to have the budget completed by the 15 July Ordinary meeting of Council.

As part of the budget process Council will consider new projects, improvements to facilities and services and new initiatives along with allocating funding towards rural and town roads and setting fees and charges, including rates.

As the budget development process coincides with the creation of the new Integrated Strategic Plan, the results of the recently completed community survey on the shire will give Councillors a good insight into the priorities of ratepayers and residents.

Reports from Committees

As with all meetings of Council that coincide with the end of each financial year quarter, Council adopted reports from its Audit Risk and improvement Committee including updated Terms of Reference, reporting on the existing Integrated Strategic Plan and Workforce Plan and an initial consultant’s report into the statutory Financial, Risk and Compliance Management review.
